Marti Rosenberg is an experienced health care policy leader and advocate with more than 30 years of experience advancing health system reform in Rhode Island. Since September 2025, she has served as Director of Health Care System Planning at EOHHS, where she is leading the development of Rhode Island’s first comprehensive health care system plan in four decades and supporting implementation of the Rural Health Transformation Program.

Previously, Rosenberg served as EOHHS Director of Policy, Planning, and Research (2019–2025) and Project Director of Rhode Island’s State Innovation Model initiative (2015–2019). Her earlier work included leadership roles with The Providence Plan, USAction and Ocean State Action, where she advocated for health care access, Medicaid expansion and health insurance reform.

From 2000 to 2005, Rosenberg, then Executive Director of Ocean State Action, worked alongside Nicholas Oliver, Executive Director of the Rhode Island Partnership for Home Care and then State Director of the American Heart Association; George Zaniyeh, former State Director of the American Cancer Society, former state representative and Warwick mayoral candidate and now a contract lobbyist; and State Representative and House Deputy Majority Leader Arthur Handy (D-18, Cranston), former State Director of the American Lung Association. Together, they co-led the Campaign for a Healthy Rhode Island, a coalition that successfully advocated for Rhode Island’s statewide smoke-free workplace law and increases to the tobacco excise tax to support smoking cessation initiatives, as well as additional funding for youth tobacco prevention programs and the state Medicaid program.

In 2020, Rosenberg received the Rhode Island Public Health Association’s John E. Fogarty Award in recognition of her advocacy for population health, particularly among vulnerable populations.
